Pam leads Cidori as Managing Director – part of the ESHL Group of which she is also Chief Operating Officer.

Pam is an experienced senior leader with a broad range of expertise in Education, Apprenticeships, and people development.

She has enjoyed significant success in achieving profitability, increasing quality and delivering goals, and brings to Cidori her extensive experience in managing and motivating multi-site and field-based teams.

Pam’s combined commercial and innovative flair plus an ability to identify, develop and maximise business opportunities means she has a proven track record of influencing outcomes through negotiation and advocacy skills at a senior executive level.

Pam is a Chartered Fellow of CIM and Cranfield Business School and as COO is responsible for leading and directing the overall operational vision, efficiencies, and innovation for the Group.

Kate is the Commercial Director at Cidori, part of the ESHL Group, where she also contributes to wider group initiatives. With over 20 years of experience in sales, business development, and the further education sector, Kate brings deep expertise in Apprenticeships, Behavioural Development, and workforce transformation.

A proven and passionate leader, Kate is dedicated to building meaningful relationships, driving sustainable growth, and helping organisations navigate change through a consultative, data-informed approach. She thrives on solving partner challenges, unlocking opportunities, and empowering high-performing teams to deliver real impact.

At Cidori, Kate is responsible for driving commercial growth, developing strategic partnerships, and optimising processes to maximise outcomes for clients and learners alike.

Kevin is a seasoned operations expert with over 25 years of experience driving efficiency and leading cross-functional teams to operational excellence. Based in Liverpool, Kevin brings a strategic mindset and a hands-on leadership style to every challenge, ensuring that processes are streamlined, teams are empowered, and performance is continually elevated.

In his current role, Kevin oversees company-wide operations, developing and implementing strategies that enhance productivity, optimize resource allocation, and support sustainable growth. Known for his strong analytical skills and people-first approach, he excels at fostering a culture of collaboration and continuous improvement.

Kevin is passionate about developing people. Whether mentoring colleagues or coaching youth football, he thrives on nurturing talent and building cohesive, high-performing teams. A proud dad to two boys and a committed grassroots football coach, Kevin brings the same dedication and energy to the pitch as he does to the workplace.

Andrea leads the strategic and operational delivery of both Cidori’s and the wider ESHL Group Human Resources and Finance functions, playing a pivotal role in driving sustained financial growth and organisational success. With a proven track record of aligning financial planning with people strategies, Andrea ensures that both functions work seamlessly to support the wider business objectives.

Andrea is recognised for her strategic yet hands-on leadership style, combining strong analytical acumen with a deep understanding of people and culture. Her ability to build trusted relationships across all levels of the organisation underpins her success in fostering an engaged, high-performing workforce. This commitment to excellence in people management has been instrumental in Cidori achieving the prestigious Investors in People Gold award.

Passionate about continuous improvement, compliance, and financial integrity, Andrea brings a holistic perspective to her dual remit, ensuring Cidori remains agile, resilient, and growth-focused in a dynamic business environment.

Jo is Head of Apprenticeships at Cidori, bringing with her over two decades of experience in the apprenticeship sector. Since starting her career in 1999 as a Contracts Administrator, Jo has held a wide range of roles—including Trainer Assessor and Operations Manager—giving her a comprehensive understanding of vocational training from every angle.

Deeply committed to making apprenticeships accessible to all, Jo believes strongly that learning doesn’t always happen in a classroom. She is a passionate advocate for hands-on, practical education as a powerful pathway to career success—especially for those who thrive outside of traditional academic settings.

In her current role, Jo is the key point of contact for both learners and employers throughout the apprenticeship journey. From launching programmes with detailed qualification roadshows to providing ongoing guidance and support, she ensures progress is smooth and communication is seamless. As the vital link between training providers and employers, Jo works tirelessly to keep all parties engaged, informed, and focused on success.

David heads up Corporate Services at Cidori.

He is responsible for delivering services principally across marketing, business systems and data protection but also supports a wide range of business operations.

Prior to joining Cidori, David spent over 20 years in the financial services sector where he held senior roles as a medical underwriter, complex claims assessor and mentor to aspiring underwriters. He also ran his own digital marketing agency and helped several organisations develop their website content.

​​David has a strong background of complex reporting, digital content management and handling multiple projects requiring high levels of attention to detail. He will often look to bring order and clarity to a situation, helping to find the best and most pragmatic solution or process to deliver excellent outcomes for the business.
